RichARD Payne, PE, SE

President

Mr. Payne has been with ESCA since 1983, and has served as President since 1989. He has a wide range of experience in civil and structural engineering, including railroad and highway bridges, as well as residential, industrial, commercial, and institutional buildings.

Mr. Payne earned a BSCE from the University of Missouri – Rolla and an MSCE from the University of Illinois at Urbana-Champaign. He is a licensed Professional Engineer and a licensed Structural Engineer in Illinois, Missouri, Indiana, Kentucky, Ohio, Tennessee, Alabama, New Mexico, and Arizona. He has been a member of the American Railway Engineering & Maintenance Association (AREMA) since 1984 and served as Chair of Committee 8, Concrete Structures and Foundations. He is also a member of the Structural Engineers Association of Illinois.

Mike Dooley, PE, SE

Vice President

Mr. Dooley has been with ESCA since 1995, and has served as Vice President since 2000. He has design experience in civil and structural engineering, including transportation facilities, as well as industrial, commercial, and institutional buildings.

Mr. Dooley earned both a BSCE and an MSCE from the University of Illinois at Urbana-Champaign. He is a licensed Professional Engineer and a licensed Structural Engineer in Illinois, Mississippi, Louisiana, Iowa, Arkansas, and North Dakota. He is a member of the American Railway Engineering & Maintenance Association (AREMA) and currently serves as Chair of the Design Subcommittee for Committee 9, Seismic Design. He is also a member of the Illinois Society of Professional Engineers and the Structural Engineers Association of Illinois.

Eric Henkel, PE, SE

Vice President

Mr. Henkel has been with ESCA since 1996, and has served as Vice President since 2000. He has design experience in civil and structural engineering, including transportation facilities, as well as industrial, commercial, and institutional buildings.

Mr. Henkel earned both a BSCE and an MSCE from the University of Illinois at Urbana-Champaign. He is a licensed Professional Engineer and a licensed Structural Engineer in Illinois, Michigan, Minnesota, Wisconsin, Kansas, and Pennsylvania. He is a member of the American Railway Engineering & Maintenance Association (AREMA) and currently serves as Vice Chair of Committee 7, Timber Structures.

Jim Sullivan, PE

Mr. Sullivan has been with ESCA since 2011. Prior to joining ESCA, he was with the Illinois Department of Transportation for 27 years. Jim also served as COO for a large bridge building contractor. He has a wide range of experience in civil engineering, with primary focus on transportation and construction. With ESCA, Jim leads the Construction Engineering efforts and is also involved with the design of transportation projects.

Mr. Sullivan earned a BSCE from the University of Illinois at Urbana-Champaign. He is a licensed Professional Engineer in Illinois.
